EPT 4.0.2 - Bug fix and new admin features version.

Updates in version 4.0.2

- Types are added to the admin system
- Special ip address recognizer (to sort the Newanz ip's from the search bots and the visitors).
- Fix for forums manager
- Fix for the multiple views bug for logged in users
- Admin contact email reply function
- Improved permissions system for new types and status's that will be added.
- Fix for double links in topics
- Minor change in links layout
- Added changing title's for in the news viewer (News page #)
- Comment counter on the news, so you can see how many comments has been placed.
