Update to improve stability of the website and adding new features.

New
- Layout changes
- New navigation features
- New way of updating the website, the website is first made on a development server before uploading it to the Newanz.com server. This is to avoid any major downtime.

- External tutorials have been put back
- Improved and cleaner css style sheet
- Core images are smaller and less are needed to load the layout of the website.
- Updated [terms] and [termsapplications]
(Fixed-) Bugs
- Fixed: Promo site got down twice because of php functions. Fixed now, shouldn't happen again.
- Fixed: Banner script messed up the layout of the website after generating the code.
- Fixed: Layout bug; because of a too long tutorial name, Internet Explorer and Firefox messed up the websites layout.
EPT3, Every Page Technology 3 integration
- New site build up structure.
- Item system for tutorials, templates, projects and applications.
- Improved location script, this failed randomly on site title and location bar.
- Better integration with SitePromo website and other subsites.
